I think that's so typical: they're stealing billions and don't even bother to buy an English teacher.

I think the letter is a joke, it can't be serious because it is a shame to send it to FIFA. They may change their decision. But maybe it will be better. As for the letter: I'm sorry for not having explained anything, but I thought everybody has seen Mr. Mutko's now famous speech on YouTube.

It's so bad it's good. If you follow the gibberish closely, you'll notice there is some bad grammar as well, such as "Let's me speak" or "a nationally priority". A truly outstanding performance.
